Overview

As part of a multi-site programme to enhance level crossing infrastructure and safety, PACE Infrastructure Solutions Ltd was awarded the delivery of critical civils works at Lodge Farm, Okeltor, and Terras. These works focused on improving resilience, safety standards, and operational performance at key locations across the rail network.

Our Scope

PACE delivered tailored civils solutions at each location, responding to site-specific challenges, restricted access, and tight programme demands. Works were often carried out under limited working windows due to traffic management requirements and tide-dependent access, particularly at Okeltor and Terras. Careful planning, including real-time tide monitoring, stakeholder liaison, and agile deployment of plant and labour, was essential to maintain momentum across all three sites. Key works included:

  • Sheet Piling and Ground Stabilisation – Installed at Lodge Farm to reinforce ground conditions and support new signalling infrastructure
  • Concrete Foundations – Constructed signal and road signal bases to required tolerances
  • GRP Handrails and Fencing - Installed across all sites to enhance safety and protect key assets
  • Excavation and Troughing Routes – Delivered targeted excavations and new cable containment routes to improve resilience and future access
Technical Approach

PACE adopted a methodical and collaborative approach to ensure safe, efficient delivery under live operational conditions: Site-Specific Planning: Developed tailored methodologies to mitigate the risks associated with sheet pile installation near active railway assets Early Client Collaboration: Engaged closely with the client team early in the planning phase to ensure alignment on design and safety expectations Possession Management: Executed works within tightly controlled possession windows, meeting all milestones without delays or impact on rail operations

Outcome

All three level crossing schemes were delivered on time and to a high standard, with no disruption to rail operations. The programme reinforced PACE’s reputation for safe, efficient delivery of complex civils works across multiple sites — showcasing our ability to scale, adapt, and deliver under pressure.
